PNRR culture: 27% of funds spent, progress and delays four months before the deadline

The seventh government report, published in November 2025, shows that about €1.1 billion has been disbursed out of the €4.2 billion allocated to culture — roughly 27% of the budget.

The plan supports thousands of works but faces administrative bottlenecks, limited local technical capacity and complex authorization processes that slow sites and procurement. The deadline to complete the projects is 30 June 2026.

  • Scope and figures: approximately 14,900 projects across more than 2,500 municipalities, from village restorations to the digitalization of museum collections and archives.
  • Distribution: heritage-rich cities (Rome, Florence, Naples, Matera) receive a significant share of resources, yet delays are nationwide rather than localized.
  • Reasons for delays: landscape and archaeological authorizations, complex tendering procedures, and limited project management capacity in smaller municipalities.

To speed up implementation authorities point to practical steps: boosting local technical skills, simplifying authorization processes where feasible, and improving coordination among institutions to meet the milestones and targets set by the European Union. The PNRR cultural chapter remains ambitious but requires focused action in the coming months to meet the 30 June 2026 deadline.
