• "Italy on Stage" strategy: a national plan to be defined within 24 months to boost access, prioritize towns and internal areas, promote live performances and strengthen museum networks.
• Procedural simplifications for art loans and temporary circulation of works, with fixed timelines for authorizations and clearer insurance rules.
• New rules allowing municipalities to request non‑displayed state museum works for temporary exhibitions, subject to conservation and integrated project requirements.

The reform aims to turn cultural heritage into a territorial development driver by improving access, monitoring and community participation while preserving protection standards.
