The amendment to the cultural heritage code is presented as a push for speed, transparency and digitalization. While it introduces tangible tools, there are operational weaknesses that could undermine its impact.
Main measures aim to make the museum and heritage system more dynamic, but their success depends on funding, skills and a clear national coordination strategy.
However, the report highlights critical issues: budget allocations are limited and largely reallocated rather than new; many costs fall on municipal budgets; and local administrative capacity—particularly in the Mezzogiorno—may be inadequate. Without targeted investment and trained staff, the Registry risks becoming a static archive, and opening to private partnerships could deepen territorial inequalities.
To turn legal changes into real improvements, the reform needs operational follow-through: additional funding, training plans for local cultural services, transparent criteria for concessions, and pilot projects focused on weaker areas. Only with these measures can the reform meaningfully enhance access to and valorization of Italy's cultural heritage.
