A new permanent Observatory on loans of cultural property has been established to gather consistent data and clarify how museums manage the lending of works. The initiative examines mobility, contractual terms and obstacles that limit more efficient exchanges between institutions.
Early findings reveal a fragmented landscape: despite a detailed legal framework for the movement of artworks, public and comparable data are largely missing, making it hard to assess flows, costs and revenue from loans.
Operational recommendations from the Observatory are concrete: publish transparent loan data, make guidelines and model contracts available, ensure loans cover real costs (transport, insurance, conservation) and strengthen specialised teams for loan management. These steps would not only improve exhibition planning but could also increase museum revenues by recognising the technical and administrative work behind each loan.
For the public and cultural professionals, broader circulation of works means better access to collections and richer exhibitions; for museums, transparency and valorisation policies are tools to support preservation and public enjoyment of cultural heritage.
