The Liguria Region and the Municipality of Laigueglia have reached an agreement that sets targeted rules for commercial activities in the most valued areas of the village. The measures aim to safeguard the historic, artistic and landscape value of the center while countering decay and loss of commercial identity.
The policy defines two distinct zones: a higher-protection area, covering the historic core with stricter restrictions, and an ordinary protection area with somewhat relaxed prohibitions. The perimeter was established in consultation with the Superintendency to ensure compatibility with architectural and landscape heritage.
To preserve the commercial identity of the village, the higher-protection area will bar new openings of businesses considered incompatible with the context. Examples of prohibited types include:
The restrictions intend to prevent commercial homogenization and promote businesses that enhance local distinctiveness.
The agreement sets detailed rules on shopfront and urban decor: prohibition of invasive structures on historic pavements, obligation to use signs compatible with building architecture, tidy shop windows and bans on disorderly outdoor displays. There are also clear rules for awnings, terraces and street furniture; vacant premises must meet minimum standards to avoid abandonment scenarios.
Food trade receives special attention: new businesses will be required to ensure product traceability and to prioritise certified local products (DOP, IGP and other recognized denominations) to strengthen the link between commerce and territory and support Ligurian gastronomic identity.
Shops already operating in the historic center, even if belonging to categories banned for new openings, may continue their activity but are not allowed to expand or add prohibited commercial categories. They must also comply with the new decor requirements within the terms set by the Municipality.
The measure falls within the national framework that permits limits to commercial freedom to protect public interests such as cultural heritage, urban safety and quality of life. The agreement seeks to counteract commercial desertification and recognises small businesses as key social and cultural actors in preserving the village's identity.
