Siena extends anti‑bivouac ordinance until 30 June 2026

The Municipality of Siena has extended Municipal Ordinance No. 70 of 12 September 2025, now in force until 30 June 2026. The measure is intended to protect urban decorum and the accessibility of public spaces, with particular focus on the historic centre and areas included in the UNESCO site.

The extension responds to recurring episodes of bivouac and unauthorised occupation of valuable public spaces that affect the city's image and urban safety. Existing prohibitions and penalties in the original ordinance remain confirmed and further detailed.

Main measures and penalties

  • Administrative fines for ordinance violations, with the possibility of doubled penalties for repeat offenders.
  • Immediate removal orders and enforced exclusion of up to 48 hours in applicable cases.
  • Removal of objects and clearance of occupied areas by the Municipality, with costs charged to responsible parties if orders are ignored.
  • Obligation to restore sites in cases of waste abandonment or vandalism; in serious cases, criminal charges may apply.
  • Enhanced measures for high‑value areas: historic centre, Fortezza Medicea, hospital and school zones, and the station; temporary access bans may be enforced.
  • Repeat offences are reported to the Prefect/Chief of Police (Questore) and may trigger stricter controls.

The ordinance outlines operational procedures for enforcement: if orders are not followed, the Municipality can proceed with removal and restoration of places at its own initiative and recover related expenses from the responsible parties. Local Police (Polizia Locale) is tasked with monitoring and enforcing the rules.
