An analysis of 215 municipalities commissariati between 2017 and 2020 shows average financial improvements during the commissioner’s tenure. Notably, many of these benefits persist into the year following new elections: incoming mayors often retain the fiscal choices made by the commissioner, while investment spending typically rises after elected administrations return.
Implications for local governance
For citizens and officials, the task is to combine necessary fiscal discipline with transparency and democratic accountability: a commissioner can restore order, but long‑term improvement depends on successors institutionalizing good practices.
