What the National Sustainability Charter is and why it matters for UNESCO sites

On 22 May 2026 in Treviso a new Charter was introduced to guide destinations that host UNESCO-listed heritage. Its purpose is to foster tourism development models that enhance cultural assets while preserving local identity and livability.

Why the Charter is needed

Cultural tourism in Italy is on the rise, increasing pressure on historic centres, villages and inland areas. Many of these places lack robust governance tools and are vulnerable to the negative effects of mass visitation. The Charter provides shared methods for assessment and monitoring to prevent overtourism and encourage sustainable development.

Main contents and tools

Designed as a toolbox for local administrations, Chambers of Commerce and operators, the Charter includes:

  • Integrated governance framework to align policies and stakeholders;
  • Monitoring indicators for visitor pressure, land consumption, environmental quality, employment and social inclusion;
  • Practical guidelines for managing flows, promoting local supply chains and protecting cultural assets;
  • Data and best-practice sharing to support continuous improvement.

Who is involved and expected impact

The initiative links to the Mirabilia Special Project, covering nearly 600 municipalities and 24 UNESCO sites: these areas make up about 7% of Italian municipalities but account for roughly 19% of national tourist stays. Chambers of Commerce are key to fostering coordination between institutions, businesses and local communities.

Practical recommendations for local authorities and operators

  • Use shared indicators to assess environmental and social impacts;
  • Support policies that connect heritage with local supply chains (crafts, agriculture, cultural services);
  • Plan measures to manage visitor numbers where needed to preserve residents’ quality of life and the integrity of sites;
  • Encourage community participation to protect local identities and long-term resilience.
