Basilicata: depopulation of villages — figures and practical responses

Population loss in Basilicata has become a structural issue. Recent figures show a steady decline: the region loses 3,000 to 4,000 people each year, with residents dropping from about 578,000 in 2011 to under 535,000 today. The natural balance is negative — deaths (around 6,500) considerably exceed births (about 3,200) — producing a demographic “winter”.

This trend is most visible in small inland villages: locked houses, empty streets and shrinking services. Regional capitals face different challenges: Potenza struggles with an aging population and youth migration to northern universities, while Matera maintains relative numbers thanks to tourism but sees the historic centre lose permanent residents to suburban areas.

Concrete symptoms: school closures and fragile infrastructure

School closures are a clear sign of decline. In mountain municipalities and the Matera hills, enrolments have fallen by up to -15% over five years, causing multi-grade classes and forced consolidations that compel families to travel long distances on poor roads.

Other aggravating factors include infrastructure isolation and weak transport networks: the region lacks a regional airport and has an outdated rail system, which limits mobility, investment and local economic development.

Exceptions: the resilient Metapontino coast

The Ionian coast shows some resistance. Towns such as Policoro, Scanzano Jonico and Bernalda are relatively stable: Policoro in particular reaches about 18,000 inhabitants and has full schools thanks to an economy that combines agriculture and tourism.

Underlying causes

The roots of depopulation are multiple and interconnected:

  • Infrastructure isolation: insufficient transport and connections reduce the movement of people and goods.
  • Enclave economy: oil extraction and large industrial plants do not always create a sustainable local supply chain.
  • Resource management: fragmented interventions and a lack of long-term strategic projects to enhance towns and territories.

Practical proposals to reverse the trend

Reviving villages requires a mix of public policies and targeted private initiatives. Practical actions for the territory include:

  • Strengthening essential services (education, healthcare, transport) to make everyday life viable and attractive for families.
  • Residency incentives: tax breaks, grants for building restoration and calls for young couples and remote workers.
  • Targeted infrastructure investments to improve rail and road links and promote integrated mobility solutions.
  • Heritage enhancement through sustainable tourism, crafts and territorial agricultural supply chains.
  • Integrated industrial projects that foster local value chains and avoid isolated “island” economies.

Only by combining infrastructure upgrades, social cohesion measures and local economic planning can Basilicata’s villages gain new prospects. Without an integrated vision and sustained investment, the inland areas risk becoming scenic but sparsely inhabited landscapes.
