Palazzo Ferrero: city seeks a manager with the Third Sector

The municipal government of Biella has initiated a co-planning procedure to entrust the management of Palazzo Ferrero, in the Piazzo district, to an organisation from the Third Sector. The move aims to create a closer, structured collaboration between the municipality and local social entities for the cultural and social programming of the historic building.

  • Term of assignment: until 31 December 2030, with the possibility of an additional five-year extension.
  • Management model: replaced the traditional convention with a participatory process under the Third Sector Code.
  • Required areas: cultural, educational, training and social inclusion activities; increased public access to the spaces.
  • Manager obligations: utilities in the manager’s name, security/guarding services, support for municipal events, operation of ancillary services such as a café and bookshop, and suggestions for improvements consistent with historical constraints.
  • Comodato value: the economic benefit is estimated at about €31,500 per year, corresponding to foregone rental income.

The municipality reserves use of the conference hall for institutional activities and offers free space to local cultural associations. Deputy mayor and Culture councillor Sara Gentile invited the Third Sector to join the planning table “to build a solid project focused on culture and youth.” The initiative follows the Piazzo’s recent inclusion among the “Most Beautiful Villages of Italy.”
