Public‑private partnership for Roca and Grotte della Poesia

The Municipality of Melendugno has finalized a Special Public‑Private Partnership (PSPP) with the ArtWork cooperative to manage and promote the archaeological area of Roca and the Grotte della Poesia. The agreement uses a legislative tool that enables cultural site enhancement without direct budgetary expense for the municipality.

Project highlights

The partnership aims to open and enhance the site while ensuring scientific and landscape protection. Key features include:

• Term: 15 years, renewable.
• Private investment: approximately €1,400,000 planned within the first four years, funded by the partner.
• Revenue sharing: the municipality will receive 25% of income generated by site operations.
• Jobs: an estimated 20 full‑time positions at full operation.
• Access: year‑round opening with both in‑person guided tours and virtual visit options.

Planned interventions

• Restoration and safety upgrades for visitor paths; renewal of informational panels.
• Removal of degraded metal elements under the Soprintendenza's supervision (for example the rusted stairway within the Poesia piccola), accompanied by conservation measures.
• Functional linking of the castle area with the archaeological site to improve unified visits.
• Creation of an on‑site museum/exhibition space in the former summer seminary to support visits with interpretative and educational content.
• Coordinated management of visitor parking and services.

Governance and oversight

A technical coordination board comprising municipal and private partner representatives will oversee the investment timeline and ensure the partnership meets its objectives. Executive projects have been approved with the favorable opinion of the Soprintendenza following a transparent selection process.

Scientific and institutional value

The project foresees collaboration with universities and cultural institutions to provide scientific and educational support. The involvement of local and religious entities in providing spaces contributes significantly to exhibition and learning activities.
