Este: archaeological excavations delay construction of the Community Health Hub

Archaeological finds in Este pause work on the Community Health Hub

Work on the planned Community Health Hub at the former hospital in Este has been temporarily slowed after archaeological finds emerged during excavations near the old emergency department on via San Fermo.

Field investigations have revealed stratified habitation levels attributable to a transitional phase between the prehistory and Roman periods. Although no monumental structures or high-value architectural artefacts were uncovered, the stratigraphy underlines the historical significance of the site and requires standard documentation and verification under cultural heritage regulations.

The Superintendency is conducting the necessary inspections, and the time needed for preventive archaeological work has led to a temporary suspension of construction activities. These inspections add to pre-existing financial issues reported by the contracting company, prompting a review of the project timetable.

The local health authority (USL) is assessing technical and administrative measures to limit delays and protect funds allocated through the PNRR. The overall project budget is approximately 3 million euros and the hub is considered a strategic element in reorganising local health services.

Planned services and local impact

The Community Health Hub is designed as a neighbourhood facility bringing together multiple services to strengthen territorial care and reduce pressure on hospitals. Planned services include:

• general practice and outpatient clinics
• prevention and screening activities
• telemedicine services
• nursing and home-care support
• psychological and social-health services

In recent months the site had progressed more rapidly, helped by the relocation of remaining services operating in the area. The project timetable will now be updated to account for the archaeological work while aiming to preserve funding and project goals.

Balancing heritage protection and construction

Archaeologists continue with investigations and documentation: works in historic urban areas inevitably involve interaction with a layered and evidence-rich subsoil. The challenge ahead is to reconcile two priorities:

• protect the archaeological evidence that emerges;
• restart construction promptly to deliver a healthcare facility awaited by the community.

Technical and administrative decisions are expected in the coming days to determine how and when construction activities will resume and what adjustments will be made to the schedule.
